Los Angeles Electrical Code Requirements:
What Homeowners Need to Know
A practical overview of California and Los Angeles electrical code requirements. Permits, inspections, common violations, and when you need a licensed electrician.
Understanding LA's Electrical Codes
Los Angeles follows a multi-layered electrical code system: the California Electrical Code (CEC), local Los Angeles amendments, and the National Electrical Code (NEC) as adopted by California. As of 2026, Los Angeles follows the 2022 California Electrical Code (based on the 2020 NEC with California amendments).
2022 California Electrical Code
Statewide standard based on the 2020 NEC with California-specific amendments. Effective statewide since 2023.
LA Municipal Code
Local amendments to the CEC. Los Angeles has specific requirements for earthquake preparedness, fire zones, and historic preservation.
Title 24 Energy Standards
California's energy efficiency requirements. Affects lighting, controls, and electrical systems in new construction and major remodels.
CALGreen Code
California Green Building Standards. Affects electrical design in new construction and major remodels for sustainability.
When You Need an Electrical Permit in LA
The Los Angeles Department of Building and Safety (LADBS) requires permits for most electrical work. Permits ensure work meets code and is inspected for safety.
Permits Required For:
β’ New circuits or outlets
β’ Panel upgrades or replacements
β’ EV charger installations
β’ Service upgrades
β’ Whole-home rewiring
β’ New construction
β’ Major remodels with electrical changes
Typically Exempt (Minor Repairs):
β’ Like-for-like device replacement (switch/outlet)
β’ Fixture replacement (same type)
β’ Minor repairs that don't alter wiring
β’ Some low-voltage work (doorbells, thermostats)
The LA Electrical Inspection Process
Licensed electrician pulls a permit from LADBS. Permit fees are based on project scope and valuation.
After wiring is installed but before walls are closed, an LADBS inspector verifies wire gauge, box fill, proper connections, and code compliance.
For new services or service upgrades, a separate inspection verifies the meter, service entrance, and grounding.
After all devices, fixtures, and cover plates are installed, a final inspection confirms complete code compliance.
Once final inspection passes, the permit is closed. Documentation is recorded with the county and remains with the property permanently.
5 Common LA Electrical Code Violations
Missing GFCI/AFCI Protection
Kitchens, bathrooms, laundry, and outdoor circuits require GFCI. Bedrooms, living areas, and hallways require AFCI. Many older homes lack both.
Undersized Wiring
Using 14-gauge wire on 20-amp circuits, or extension cords used as permanent wiring. Both are common and dangerous.
Overloaded Panels
Panels with more circuits than they're rated for, or panels without proper labeling. Common in older homes and unpermitted additions.
Improper Grounding
Missing or improper grounding electrode systems, ungrounded circuits in older homes, and improper bonding of water and gas lines.
Missing Smoke & CO Detectors
California requires smoke detectors in every bedroom, outside sleeping areas, and on every level. CO detectors required in homes with fuel-burning appliances.
When to Hire a Licensed Electrician
California law requires a licensed C-10 electrician for all electrical work that requires a permit. Even for exempt minor repairs, hiring a licensed electrician ensures safety and code compliance.
